Although I think this information has been communicated to the utility workers and, hopefully, their team leaders, I think we have been a little remiss is failing to communicate to the rest of the members about guidelines around the utility folks. So here are a few things we discussed with the company prior to their starting. We realize there will be other issues arise and we will address them as best we can when the need is there.
Crew Assignment - Utilities will be assigned to crews as needed (there is no annual bidding like mechanics do)
Work Assignment - Utilities may be assigned to perform any work which he is qualified to safely perform (just like anyone else in the mill, see section XXXIV of the contract)

Outages - Crews with more than one utility worker will maintain a 'utilities short outage rotation list', separate from the crew's list. Utilities will be assigned to OT outages based on their hours and on minimum crew requirements (just like the mechanics). The number of utilities/mechanics assigned to an outage will be based on the manpower request submitted by the planner/team leader in the area having the outage.
Training - As much as possible, we need to not let OT interfere with Company sponsored training for the Utility Workers.
Schedules - Utility Workers will not be assigned to the shift crews. They may be required to work nights on an outage but their regular schedule will be on days.
